Premise: 

How is it that the Bible can teach that it is not God’s will that any should perish, but that all should come to repentance; and also teach that no one will come to the Father except those that God draws and Jesus will lose none of those, but will raise up all of those drawn to Him on the last day?  This is one of many examples in the Scriptures of God commanding one thing, but then decreeing that something different come to pass.  This section will seek to show that there are two wills in God.  One is His “Will of Command”, and the other His “Will of Decree.”  There is ample Scriptural evidence of this in the Bible, and this section will demonstrate that truth.
